LGU-CIVIL SOCIETY PARTNERSHIP FOR THE MDGs – SET OFF IN NEGROS ORIENTAL
 

Negros Oriental LGUs Partner with European Union, La Liga, and Social Watch for the MDGs

Siliman Univerisity, Dumaguete -- Mayors Rodrigo Alanano of Dauin, Dodong Limkaichong of La Libertad, Antonio Renacia of Sibulan and La Liga Policy Institute Managing Director Roland Cabigas today signed a Memorandum of Understanding for collaboration towards the achievement of the Millennium Development Goals (MDGs) in the said municipalities.

“The project, Cementing Pathways to Financing the MDGs ,which has a total cost of €282,159 including funding support from the European Union of €239,835, will help Local Government Units (LGUs) implement a partnership-based approach towards broadening their MDG commitments into actual policies, programs and resources,” said Cabigas.

The project, dubbed “MDG Pathways”, will be implemented by the La Liga Policy Institute (La Liga) and Social Watch Philippines (SWP) in partnership with local government units and community-based organizations in Negros Oriental and Pangasinan.

“The activities highlight people’s participation and government-citizens’ partnership in local development and investment planning to ensure that the anti-poverty goals are actually realized at the grassroots,” said former national treasurer Leonor Magtolis Briones, lead convenor of SWP which is globally acknowledged for initiating government-civil society partnership in lobbying for increases in the allocations for MDG-related programs.

“This project is a very welcome development because LGUs really need development interventions that will improve critical MDG conditions of our constituents, specifically on poverty, education, health and environment,” said Mayor Alanano.

Meanwhile, Mayor Limkaichong of La Libertad said that he is looking forward to the formation of Technical Working Groups (TWGs) for the MDGs, composed of local government officials and local citizens groups, which will lead efforts in building the capacities of local stakeholders in planning programs and budgets for the MDGs as well as monitoring the implementation of the programs.

“Our municipalities are very eager to work with local citizens’ organizations to pursue the achievement of MDG 1 on poverty reduction, MDG 2 on universal education, MDG 5 on maternal health and MDG 7 on environment sustainability,” said Mayor Limkaichong.

“We are very thankful to the European Union, La Liga Policy Institute and Social Watch Philippines for helping our people understand and participate in local development and investment planning,” said Mayor Renacia. “We thank them for coming to our municipalities and sharing their data and knowledge in order to serve as inputs to our development planning processes,” he added.

“To cement pathways to financing the MDGs means being able to strengthen coherence and harmony towards achieving international commitments by channeling of public funds for the MDGs,” Cabigas said. “The project will bolster delivery of basic social services to the 1.6 million people of the project’s target sites, especially to the marginalized sectors of fishers, farmers, women, school children and out of school youth,” Cabigas concluded.
