Whistleblowers advise P-Noy to hone new Government workers as army against corruption
 

Three well-known whistleblowers on the misuse of billions worth of Philippine public funds today called on President Benigno Aquino III (P-Noy) to hone and strengthen the country’s future leaders, government workers and students of public administration as its new army against corruption.

“We immediately need to find the Filipino solution to graft and corruption from the new breed of Government workers. I have asked our undergraduate students how they feel about the series of exposes and their answer is they are afraid to join government now because they cannot withstand the onslaught of corruption. Those in government are continuously demoralized and disgusted with the state of governance,” said former national treasurer Leonor Magtolis Briones, lead convenor of Social Watch Philippines (SWP).

“We begin the quest for this solution by organizing a forum among Heidi Mendoza III, the public accountant who recently revealed details of corruption in the Armed Forces of the Philippines and Jose de Venecia III, who exposed the fraudulent deals on the National Broadband Network controversy (NBN-ZTE) and the young government workers, students of public administration and legislative staff in the Senate and House of Representatives,” Briones said.

The forum titled “After the Exposes, What Now” is organized by the University of the Philippines National College of Public Administration and Governance (UP NCPAG), Practice of Administrative Leadership and Service (PALS-NCPAG), UP-NCPAG Alumni Association, KAAKBAY, Social Watch Philippines, UP Heroes Core, UP NCPAG Public Administration Class 208 of Prof Noriel Tiglao and the UP NCPAG Class 236 under Briones.

“We want to teach the middle level government bureaucrats or new entrants to government what to do when an “offer” or “proposal” is made to them,” said Heidi Mendoza. “We also want to find out together what they can do as government employees and future civil servants,” she added.

“It appears that earlier attempts at curbing or eliminating corruption have failed, including huge, foreign funded anti-corruption programs. We need “out-of-the-box” initiatives, solutions and alternative strategies,” Jose de Venecia III said.

“The future public servants -- the new breed of government workers – will play key roles in fighting corruption, which is getting worse every year. The Aquino administration should immediately consider strengthening this sector as its army against corruption, because more and more Filipinos are getting hungry every minute” Briones said.

“Mendoza exposed that P303 million people’s money may be used so that the wives of Generals can travel around the world and buy millions worth of houses abroad. Meanwhile, more than 12 million Filipinos have no money to buy food and more than a million children are drop outs from grade school because of poverty,” Briones said. “De Venecia exposed the scandalous P16-billion foreign loan on ZTE. We all know that the poor are the ones who carry the burdens of the country’s debts,” she added.

Briones’ organization, SWP, led the Alternative Budget Initiative (ABI) which exposed the P140 billion impounded funds in 2008 for social development as well as the impounded funds for health, education, agriculture and environment in the 2009 budget
